Plant Health Care - Heat Treatment
1. Plant health care rules
Palett-ex Kft. acquired the FAIMEI qualification for heat treatment of wood material and the code number of the Plant Health and Soil Conservation Service, by which it is entitled to export its manufactured wood packaging material, accompanied by the phytosanitary certificate, to many countries in the world.
Our company has been carrying out the heat treatment process since 2006, which is run by a computer-controlled Incomac drying chamber. The fact of the heat treatment and its parameters can be printed from the system in the form of a log and a chart.
2. Standard FAO 15
The FAO standard describes globally accepted measures that were approved and can be used in all countries for wood packaging material, to practically eliminate most dangers caused by quarantine pests and to certify this procedure.
2.2. Heat treatment
The wood packaging material must be heated according to a specific time-temperature system, so that the interior of the timber is exposed to a minimum temperature of 56°C for at least 30 minutes.
The heat treatment carried out has to be marked with the sign "HT".
Kiln drying (KD), chemical impregnation (CPI) or other methods should be considered as heat treatment, where they meet the specifications of the heat treatment.
2.3. Marking
The following symbol confirms that the marked packaging material has been subjected to the approved measures.

HT = the abbreviation of the International Plant Protection Agreement, for example: HT (heat treatment), MB (methyl bromide fumigation)
If also debarking is required, the letters DB after the abbreviation of measure must be indicated.
The marking must be
- legible,
- fixed and not transferable,
- placed visibly on at least two opposite sides of the product to be certified.
Red or orange color may not be used.
Any reused, reproduced or repaired wood packaging material must be re-certified and provided with new marking. Each element of such materials should be treated. In the case of wooden underlays, suppliers must use appropriately marked timber.
3. Export
In the case of export, in order to carry out plant health examinations, the plant protection inspector issues the plant health certificate considering the phytosanitary regulations of the receiving country and the transit countries.
The sender has a notification obligation 24 hours before dispatch of goods to the relevant Plant Health and Soil Conservation service.
Required documents and data for issuing the export Phytosanitary Certificate (Appendix 4):
- confirming evidence of heat or chemical treatment of sawn timber
- stamp on the examination carried out by the Plant Health and Soil Conservation Service
- name and address of the sender
- name and address of the recipient
- designation of the transport device
- name, number and mass of the product
- origin of the used wood material
- botanical name of the used wood material
- type, temperature and time of treatment.
The Phytosanitary Certificate is valid for 14 days.
